Nobody is suprised he takes credit on the way up and none of the blame on the way down, despite a large part of this being directly his fault with the "easy to win" trade war, and the self-imposed govt shutdown because a couple of TV personalities told him to do it, and the spiraling out of control White House. He has also foolishly attacked the Fed over and over, so when they do something he doesn't like he views that as a personal attack, which makes him lash out more, which leads to rumors (which may well be true) he has tried to fire Powell, which leads to more market losses and more attempts at damage control. He is his own worst enemy.
