Re INTC hitting 52 week highs consistently:  It is all about the dividend and a run away market.  Still, the signs of potential trouble are quite real and palpable.  

Conspiracy theory:  I would not be surprised if big money is elevating the stock with a plan to start exiting at quite favorable levels.  Then bad news hits and the stock gets hammered.

Remember GME?  It went to very elevated highs even with the clear and imminent threat of digital downloads.  Now it is not even half of those levels.
