Yes, and as far as I could track down that INFN news story, that presumably sent it plunging 9% or so - it is a 'government oversight' board created by INFN to work more closely with the US govt. in being a supplier of services to them. Now, maybe I've got that wrong, or maybe you've got that right - the words 'government oversight' might've sent some poor analyst to lean too close to his flat-panel monitor, which made his pacemaker go awry and  he started reeling around the room babbling something about 'government investigation! sell! sell!' and strange gurgling sounds with foam coming out his nostrils - and they took him seriously. Yeah, you may have it - it's that kind of market.
